The name 'William Shakespeare' started as a pen name and developed into a brand. The man from Stratford, William Shaksper, started as a frontman for the author(s) using the pen name and has developed into a brand mascot.
The pen name was used by Edward de Vere, 17th Earl of Oxford, and possibly others because of dérogeance and also for political reasons.
Dérogeance was a significant social and, at times, legal constraint on the nobility. It essentially meant a loss of noble status and its associated privilege if a nobleman engaged in certain activities deemed ‘unbecoming’ of their rank. Writing plays for the London theatre was definitely unbecoming of an earl.
You need to distinguish between William Shaksper of Stratford-upon-Avon and William Shakespeare, the pen name of the real author(s) of the plays and poems.

Some people in Stratford-upon-Avon continue to make a good living from a fraud that was exposed many years ago. A nice little earner that Arthur Daley would have been proud to think up.
